On the interdicted colony planet Azureign, the uplifted dolphin species called Dolphinfolk have chosen to revolt, asking for "Dirt People" help to free them from the "Sky People" or alien interdiction and stringent rules, which amount to slavery.
The Human nation of Tehassa has agreed to help by providing ships with cannons, air balloons to scout, and first aid pods.
Zeden, heir to the throne of Tehassa, would rather see new places and ways of doing things than be stuck in the capitol as the leader of Azureign's smallest nation. Better his sister Zola should inherit the throne, for she loves being in charge and is good at it.
Then Zeden's beloved father is assassinated, and the leadership of Tehassa is seized by Zeden and Zola's mother, as they all try to find out who is responsible for the death of their Eze—Tehassa's king. What they find out both frightens and infuriates them further.
