A retiring fighter pilot (Hawk Hawkins) is recommended to fill a position in a newly elected U.S. government administration. An economic collapse provides the environment necessary to create vast prison camps. Shortly after being ensconced as Head of the Bureau of Prisons, Hawkins is called upon to commit acts that violate his heretofore malleable conscience. A megalomaniacal televangelist President, who Washington C Street operatives had originally recruited to carry out their agenda, develops a Messiah complex and goes rogue. In response to government plans to reinstitute slavery, Hawkins unites a network of Black and Hispanic prisoners and military personnel to resist the attempt. When the President’s authoritarian plans become clear, the state of California secedes from what has now become 'The United Congregations of Christland'. Domestic racial unrest eventually spreads to Europe and Africa when it's learned that the ultimate goal of the President is to wipe out Muslims and install a one-world Christian government. Hawkins is subsequently arrested and held captive. He escapes with the aid of a co-intel operative. When it's understood that Hawkins forces have infiltrated all branches of government, securing control of key defense installations on Earth and space, the two sides reach a Mexican Standoff. But when Hawkins learns of a scheme to assassinate the Pope and surgically nuke major West Coast cities, he devises a plan to stop the bad guy once and for all.
