The second generation after the exodus from Egypt had come to the banks of the Jordan River, able to look across into the Promised Land. They had recently accomplished two stunning victories against the imposing armies of pagan kings.
Deuteronomy is the last address of Moses to the people. He won't be making the journey with them, but he takes the opportunity to highlight the ideas and concepts that would allow them to move from their recent victories, into many more. If they were going to conquer the land, it would only be as they sought to obey the God who gave it to Abraham. So we have Deuteronomy, the second giving of the Law of God, as the means to their victory.
