Graf Franz Xaver Borstin ist zu Zeiten der Donaumonarchie der unbestrittene, gütige Herrscher über den kleinen Ort in Galizien, in dem seine Untertanen, Bauern, Handwerker, Juden und Christen, im besten Einverständnis miteinander leben – gestützt von der Philanthropie Borstins, dessen Verehrung für den Kaiser Franz Joseph allseits bekannt ist. Als dieser in Borstins Haus während eines Militärmanövers übernachtet, ist der Graf selig. Doch eines Tages ist der erste Weltkrieg vorbei, das Kaiserreich Geschichte – und Polen eine Republik.
